联邦快递的经营城市只有上海、深圳、广州、杭州、天津、大连、郑州、成都,UPS的经营城市仅有上海、广州、深圳、天津、西安,两者经营城市范围均未超过10个。业内人士表示,联邦快递、UPS定位高端市场,网购业务占据**比重的中通、韵达等“四通一达”并不会受到波及。反而是顺丰速度和EMS,将面对联邦快递、UPS的竞争。联邦快递等外资快递公司进入中国时,快递业务由商务部管辖,运营并无限制。2009年10月1日,《快递业务经营许可管理办法》和新修改的《邮政法》同步实施,除了首次在法律上明确快递企业的地位、提出快递业准入门槛以外,还规定外商不得投资经营信件的国内快递业务,导致各大快递巨头的国内快递业务均不同程度受到影响。去年,DHL将其经营中国国内快递业务的全一快递****股份出售,淡出了国内快递市场。
